This is an idea that's been asked for for many years at this point.
Players are tired of clue scroll steps being in the Wilderness. The gameplay of it is just really pointless for both the PKer and PvMer.
Worst of all, Wildy Steps are part of the reason PvMers feel resentment towards PvP and vote no to more Wilderness content.
The nice thing about the Wildy-Only Clue Scroll concept is that it means there will be players, specifically ones who are okay with the Wilderness, who are roaming and walking around the Wilderness.
If we just make Wildy Clue Steps optional, that would be taking away incentive for players to engage with the Wilderness.
Wilderness-Only Clue Scrolls would then be offering players optional incentive TO engage with the Wilderness.
